Export all registered users as a hardened CSV file (admin only).

Columns: email, display_name, auth_provider, status, created_at. Rows are ordered by created_at ASC and streamed without full materialisation. Cells starting with =, +, -, or @ are tab-prefixed (CSV injection hardening).
